Prescribed Burning & Fuel Management

Fire is as old as humanity itself – a force that has given us warmth, light, cooked meals, and the ability to forge tools. Yet the same element that shaped civilisation can also devastate landscapes and communities. At Vulcan we understand that turning fire from a threat into a tool lies in understanding its science.

Drawing on 39 years of combined operational and theoretical expertise, we design and implement prescribed burn and fuel management plans that reduce wildfire risks while supporting healthy ecosystems. Our plans are tailored to each site, factoring in weather, topography, and fuel – the three main drivers of fire behaviour – to determine the safest and most effective ‘prescription’ for the burn.

Every operation is approached with precision and care. We prepare comprehensive burn plans that detail safety protocols, resource requirements, and operational steps, ensuring burns are not only successful but safe for people, property, and the environment.

Prescribed Burn FAQs

Why is it called a Prescribed Burn and not a Controlled Burn?

A prescribed burn is planned using a specific set of conditions, known as the prescription, that make it safe to carry out. This prescription considers the state of the fuel, weather, and topography to determine the ideal window for burning. The term Prescribed Burn comes from this careful planning process.

By contrast, the term controlled burn suggests that fire can always be fully controlled – which isn’t true. Fire is a powerful force of nature, and conditions can change unexpectedly. That’s why prescribed burns focus on managing and guiding fire across a landscape with detailed planning, safety measures, and contingency plans, rather than assuming absolute control.

What is a Burn Plan?

A burn plan is written document that details what drivers of fire behaviour (fuel, weather and topography) will be acceptable to operate in and what resources will be needed to ensure that the burn will be concluded successfully. The burn plan is carried out well before the day of burning operations and is submitted with the burn permit for approval to the relevant authority.

How long does it take to get a burn permit?

This is different according to which District or Metro you are applying in, but generally speaking it takes a couple of weeks to submit and get approval. There are more hurdles to overcome in Metros and this process will take longer and cost more.

What is the process to follow to get a burn permit?

Again, each District or Fire Protection Association may have slightly different rules, but the general process is the following:

  • We advise asking a wildfire specialist to assist, especially if the burn is a challenging one.
  • Complete an application form and attach or include the burn plan. Note: In a Metro, the intention to burn must be advertised for public comment and this must be included in the application.
  • Burn site is inspected by a Fire Officer for approval.
  • The permit is then issued.
  • Neighbours and appropriate WhattsApp groups must be informed atleast 2 weeks prior to and on the day of the burn.
  • On the day of the burn the Fire Services Control Room must be informed when the burn begins and again when the burn is successfully completed.
